Major
Duties:
The selectee serves as
a Privacy Compliance Specialist responsible for developing, coordinating,
monitoring and implementation of compliance with Freedom of Information Act and
Privacy Act for the Secret Service. The selectee is also responsible for
providing assistance to the Disclosure Officer in the overall direction of the
FOIA/PA Program. Duties include: plans, develops, and implements
procedures to further the mission of the FOIA/PA Program provides advice and
guidance on privacy compliance to operational entities on issues related to
information collection, use and retention while working cooperatively with them
to plan, communicate, set priorities, assign tasks and responsibilities, monitor
and evaluate performance associated with various aspects of compliance with
privacy laws and policies; monitors privacy compliance including the preparation
and review of privacy impact assessments, system of record notices, statements,
and reviews specific programs and privacy implementation efforts, and
technological and administrative measures implemented to ensure the security of
data systems; serves as a principal advisor to the Disclosure Officer on privacy
compliance issues, and represents the Program at conferences and meetings;
develops and further coordinates the operational process for the Privacy Act,
E-Government Act, OMB initiatives, Privacy Impact Assessments, and Data Breach
Notification procedures for the Freedom of Information Act and Privacy Act
(FOIA/PA) Program; communicates effectively to coordinate efforts between
several offices, divisions, and programs in order to produce a single unifying
program or project; coordinates efforts with internal and external customers to
complete individual assessments, analyses and other related projects such as
updating and developing Privacy Act System of Records Notices.

Candidates must meet
the qualification requirements of the position no later than thirty (30) days

Applicants must have completed a minimum of 52 weeks in a position no more than
one (1) or two (2) grades lower (or equivalent) than the position to be filled;

Candidates must meet the experience and /or education requirements contained in
the Qualification Standards for General Schedule Positions. To
qualify:
At the GS-13
level: One (1) year of specialized experience equivalent to the GS-12
level is required.
At the GS-14
level: One (1) year of specialized experience equivalent to the GS-13
level is required.
Specialized experience
is experience that equipped the applicant with the knowledge, skills, and
abilities to perform successfully the duties of the position, and that is
typically in or related to developing, coordinating, monitoring and implementing
FOIA/PA. To be creditable, specialized experience must at least be
equivalent to the next lower grade level.
Graduate Education:
Such education must demonstrate the knowledge, skills, and abilities necessary
to do the work.

This position is
critical-sensitive. Completion of a full-field investigation is required
before appointment. Applicants must qualify for a top secret
clearance.

tentatively selected for this position (except current Secret Service employees)
shall be required to submit to urinalysis to screen for illegal drug use prior
to appointment. Actual appointment will be contingent upon the receipt of
a negative drug test result.
In addition, all
applicants who are not currently employed in the law enforcement provision of
FERS or the Civil Service Retirement System must be less than 40 years of age at

1. Knowledge
of laws, regulations, and policies surrounding E-Government Act of 2002,
particularly the Privacy Impact Assessments provisions in Section 208, and
knowledge of the Freedom of Information Act and Privacy Act, and other privacy
statues, guidelines, policies and procedures in order to plan and conduct impact
assessments, prepare guidance for Privacy Office compliance procedures and
operations, and develop new procedures and guidance dealing with the
applicability and impact on privacy of current and developing information
technologies.
2.
Knowledge of applied privacy policy and theory in the governmental sector,
including identification of privacy enhancing operations required FISMA Trusted
Agent system; and understanding of the form and function of a threshold analysis
to promote privacy protections with in new and existing information
systems.
3. Oral
and written communications skills in order to write and analyze both legal and
non-legal documents.
BASIS
FOR RATING:
You will be rated
based on an evaluation of your experience and education as it relates to the
qualification requirements and on your responses to the knowledge, skills, and
abilities (KSAs) listed above. Qualified candidates will be assigned a
score between 70 and 100, not including points that may be assigned for
veteran’s preference.
